Moreno Drafting $5,000 Dividend Bill

U.S. Sen. Bernie Moreno, R-Ohio, is drafting legislation to make good on President Trump’s promise of a $5,000 payment to every adult citizen, provided Republicans keep control of both chambers of Congress in November.

Trump floated the idea Wednesday night in a nearly two-hour speech at the party’s midterm convention in Dallas, telling the crowd the dividend could be spent only inside the United States.

Moreno insists the bill wouldn’t fall to taxpayers. He plans to impose structural tariffs that work as a “market access fee,” with that revenue covering the one-time dividend.

A retired Case Western Reserve University law professor said the president can’t cut the checks on his own, and Senate Majority Leader John Thune has pointed to budget reconciliation as the likeliest vehicle.

Ginther Proposes Record Capital Budget

Columbus Mayor Andrew Ginther is proposing $2 billion in new funding for the city’s 2026 capital budget, the largest new-money capital plan in the city’s history.

Nearly $282 million of that would go to core programs spanning public safety, affordable housing, transportation, and parks and recreation.

$30 million is earmarked for affordable housing and home repair, and $5 million would fix the storm-damaged Barack Community Center, which Ginther hopes will reopen by spring.

Asked whether he’d raise the city’s 2.5% income tax in a fourth term, the mayor said no.

Buckeyes Collapse at Texas

Ohio State squandered a 20-point fourth-quarter lead in a 24-23 loss at No. 4 Texas, after the Longhorns completed the comeback on Hollywood Smothers’ 1-yard touchdown run with 25 seconds remaining.

The Buckeyes led Texas by 20 before surrendering touchdown drives of 91, 72, and 73 yards. Ohio State had an opportunity to restore a two-possession lead with less than five minutes remaining but missed a 45-yard field-goal attempt.

Before Saturday, AP No. 1 teams had been 197-0 since 2004 when leading by at least 20 points in the fourth quarter.
